About Us
MSHIKA is an initiative of the Lake Region Civic Sensitisation Welfare Association (LaReCS). LaReCS is a dedicated professional social welfare association. We are a collective of engineers and experts from the Lake Region committed to leveraging our technical expertise, data-driven insights, and community engagement to ensure every eligible citizen can access essential government services and exercise their civic and socio-economic rights.

Our Mission
To leverage professional expertise to engineer a robust civic infrastructure. We aim to ensure universal uptake of National IDs, voter registration, and enrollment in critical government programs—such as the Social Health Authority (SHA)—by integrating every eligible citizen into the national service delivery framework.
Our Key Objectives
We focus our efforts across seven strategic pillars to create lasting impact:
- Civic Registration: Facilitating National ID applications and replacements, promoting voter registration, and supporting birth certificate awareness.
- Government Service Integration: Promoting SHA enrollment and the Lipa SHA Pole Pole payment system, while simplifying navigation of eCitizen, KRA, and HELB services.
- Community Outreach: Conducting door-to-door campaigns, mobile clinics, and engaging local leaders to reach wider audiences.
- Civic Gap Reduction: Using data and mapping tools to identify and prioritize underserved, marginalized, and hard-to-reach populations.
- Data-Driven Decision Making: Collecting and analyzing registration data to monitor progress and inform effective policies.
- Campaign & Advocacy: Implementing targeted advocacy through multi-channel approaches, including community barazas, social media, and digital materials.
- Welfare & Solidarity: Promoting member welfare and professional growth while supporting vulnerable groups, including the elderly, PWDs, women, and the informal sector.
